A Special Election is any election that is not regularly scheduled. A special election may be held for any purpose authorized or required by law; often to fill a vacancy or for a public measure.
Waterloo City Council – Ward 2 Special Election
A special election will be held to fill a vacancy on the Waterloo City Council representing Ward 2.
Election Day: Tuesday, February 24
Candidate Filing Requirements
Individuals seeking election to this office are required to file both Nomination Petitions and an Affidavit of Candidacy with the Black Hawk County Auditor.
- Filing Period Opens: January 21
- Filing Deadline: Friday, January 30 at 5:00 p.m. (25 days prior to the election)
- Signature Requirement: At least 26 valid signatures from eligible electors residing in Ward 2. Candidates are strongly encouraged to submit more than the minimum number.
- Residency: Candidates must be a resident of Ward 2 both at the time of filing their nomination papers and on the date of the election.
- Nomination papers must indicate “Yes” for “To Fill Vacancy.”

Voter Information
Voter Registration: Eligible Ward 2 residents may pre-register through February 9. After this deadline, voters may utilize Election Day Registration on February 24 with acceptable proof of identity and residence, or when voting early in person at the Auditor’s Office.

Absentee Voting Options:
- By Mail: Absentee ballot request forms must be received by the Black Hawk County Auditor’s Office no later than 5:00 p.m. on February 9.
- In Person: Early voting begins February 4 at the Black Hawk County Auditor’s Office during normal business hours.
- Ballot Return Deadline: Absentee ballots must be received by the Black Hawk County Auditor’s Office by 8:00 p.m. on Election Day to be counted.

Election Outcome & Term Information
- Majority Vote Required: Because Waterloo is a runoff city, a candidate will be elected on February 24 only if they receive a majority of votes cast.
- Runoff Provision: If no candidate receives a majority, a runoff election will be conducted on March 24 between the two candidates with the highest vote totals.
- Length of Term: The candidate elected will serve the remainder of the unexpired term ending in 2027.
