Special Election
A Special Election is any election that is not regularly scheduled. A special election may be held for any purpose authorized or required by law; often to fill a vacancy or for a public measure.
For this election, the county will be using nine vote centers. Voters may vote at any of the centers regardless of what precinct they live in. Click here to view a list of the vote center locations.
Voter Registration
Pre-Registrationdeadline for voter registration closes at 5:00pm Monday, August 28. Persons wishing to participate in this election who register to vote after August 28 will be required to provide proof of identification (i.e. current and valid photo identification card with an expiration date), AND proof of residency in their voting precinct, when they go to the polls on election day, or when they request an absentee ballot in-person. Other provisions may also apply. Persons not registered to vote by August 28, should expect a longer processing time at the polls on election day.
Absentee Ballots
Absentee Ballots will be available beginning Wednesday, August 23, for mail and in person voting. Download theabsentee ballot request form here.
The Election Office can begin accepting Request Forms now.
The first day of in-person absentee voting and the first day the Election Office can mail ballots is Wednesday, August 23.
The last day an absentee ballot may be mailed to a voter for this election is Monday, August 28.
In-person absentee voting at the courthouse closes at 4:30pm on Monday, September 11.
Requests for absentee ballots must be in writing and should be mailed or delivered to: Black Hawk County Elections, 316 E. 5th Street, Waterloo Iowa 50703
Requests for absentee ballots must be received in the Election Office by 5pm August 28.
Extended Hours
Extended hours are available for voter registration and absentee voting in the Black Hawk County Election Office. In addition to regular hours of Monday through Friday 8:00am to 4:30pm, extended office hours will be as follows:
Monday, August 28 - 8am to 5pm
Friday, September 8 - 8am to 5pm

Important Dates
Wednesday, August 23 - The first day to mail ballots, and first day for in person voting.
Monday, August 28 - 5pm - The deadline to submit a written request for an absentee ballot, and pre-registration deadline.
Monday, September 11 - 4:30pm - The deadline to vote in person at the Election Office.
Tuesday, September 12 - Election Day; Polls and Election Office open from 7am to 8pm. On Election Day, voters may vote at any one of the nine vote center locations.
